Lodmoor Research Facility was a division of the Ministry of Defence. They had a large archive which kept among other things had a blueprint for a sonic modulator. Toshiko Sato worked here prior to her imprisonment by UNIT for, under duress, stealing the blueprint. (TW: Fragments)
