Time Winds

Time wind (or Time winds) are the winds of time that are within the Time Vortex and intercept points such as the Gateway. They can have a detrimental effect to computers such as K-9 Mark II and even Time Lords, depending on circumstances. (DW: Warriors' Gate)

Certain time sensitive species, such as the Tharils, could walk or ride the time winds to access other times and places. The Tharils used this ability build an empire. Humans (being a non-time sensitive species) cannot utilise this ability. (DW: Warriors' Gate)

Lady Peinforte made reference to riding the "winds of time" while travelling from 1638 to 1988 by means of a time storm. (DW: Silver Nemesis)

If exposed to the time winds within the Time Vortex, things can be ripped apart, or eaten away, slowly. (BFA: The Time of the Daleks, DWM: Funhouse)

A deleted scene from Daleks In Manhattan, sees the Doctor saying 'wherever the Time Winds takes us'. This clearly works in a similar way to the randomizer.
