Room 13 was a small division of Torchwood One, located in Soho. In the 1950s, Reginald Rigsby put Lizbeth Hayhoe in charge of it and, after the Vicar's death, had Norton Folgate sent there. (AUDIO: Torchwood Soho: Parasite)
