Santas served Romana III as the Chancellor of Time Present at the time of her first Reaffirmation Ceremony as Lord President.
When his female predecessor died, Romana kept in mind that men nearing the end of their current incarnation were far more easy to manipulate than women when she used emergency powers to directly appoint Santas to the position. His lecherous looks in his previous role had long been an amusement to her. Santas was one of the people to renew their fealty to Gallifrey in Romana's Reaffirmation Ceremony.
