The Martian Empire was a form of Ice Warrior government that obtained on Mars at some point. The Fifth Doctor formally introduced Zixlyr to King Pelleas of Peladon as "Ambassador Zixlyr of the Martian Empire". (AUDIO: The Bride of Peladon)
