After fleeing from Gallifrey, ex-Chancellor Azmeal took refuge on a planet for which he came greatly to care. When alien thugs hired by Lord President Helron to track him down destroyed the planet and its people in an effort to get to him, this was the final straw for Azmeal, who returned to Gallifrey the vengeful, first Renegade Time Lord, slaughtering Helron and his High Council before leaving again for parts unknown.
