Kay was an ethicist aboard the SS Ferdinand Magellan. She was part of the survey team and was annoyed when the terraforming process was starting by accident. She was concerned with the way Traherne was running the situation. Upon learning about the inhabitants of T19 from the Samsura, she tried to stop Traherne from attacking the planet.
