Temporal hazing

Division operatives were prone to temporal hazing. This manifested in confusion about current events. It could be temporarily blocked with an injector which operatives carried.

When the Thirteenth Doctor revisited the Fugitive Doctor's place in the Siege of Atropos, through her time stream, she occasionally questioned her surroundings when she remembered her own place in time. Her operatives took this as a sign of temporal hazing, and discussed removing her from leadership as the situation worsened. (TV: Once, Upon Time)

The implication is that temporal hazing arises as a result of manipulations in time, which, if the Division operates at all like the Celestial Intervention Agency, intervening in time as The Timeless Children suggests, would be a regular occurence for them.
