Bill was a member of the World Army.
In 2068, after Captain Scarlet's successful destruction of the Mysteron City on Mars, Bill was one of those assigned to constantly watch over it in the following six months for signs of retrometabolism. One day, towards the end of this time, Bill and another person spoke while patrolling in a tank about how their tour of duty would be over for good soon, after which they would be able to return to "civilisation".
