Sir Stephan Palbury was the Baron of Fluxford and Steward of the South Share of Elbyon in the late 30th century when the First Doctor visited Avalon. A descendent of the 22nd century human colonists of Avalon, he was a major political figure in his time, ruling over a large portion of the Kingdom of Elbyon on behalf of his liege Lord King Magnus. He was the father of Giles and Edmund Palbury, the latter of which was engaged to marry Magnus' daughter, Princess Mellisa. Sir Bron of Westhold was his sworn sword while Gramling was his wizard.
