In Philadelphia, there was a statue of William Penn.

In 2008, Brittany Mordley saw it before she attempted suicide from atop a building. (PROSE: Silver-Tongued Liars)

While not stated in PROSE: Silver-Tongued Liars, the statue was located on top of the Philadelphia City Hall. It was created by Alexander Milne Calder.

Though it's possible that a real world location doesn't exist in the same geographic space in the Doctor Who universe, such cases are few and far between. Thus, the map to the right is probably a good indicator of the DWU location of William Penn (statue).
