The First Doctor initially regarded Ian Chesterton and Barbara Wright as "uninvited passengers". (TV: The Daleks) When Steven Taylor joined the TARDIS crew, Vicki Pallister clarified that he and her were passengers, the Doctor amending that they were very welcome passengers. (TV: The Time Meddler)
