The Primary Weapon was a dark matter explosive device owned by the Daleks, capable of destabilising a black hole.
Following Vassarian's Battle TARDIS being taken over by Heleyna, the Dalek Time Strategist sent the Temporal Assault Squad to the TARDIS's star chamber, instructing them to travel through the link to the Eye of Harmony's chamber and sacrificially detonate their weapons.
When the Daleks entered the link however, the time winds proved too much for them. After the War Doctor had used the TARDIS's architectural reconfiguration system to sabotage the star chamber, Heleyna sacrificially activated the Primary Weapon to give the Battle TARDIS the boost it needed to exit the Time Vortex.
