Lodmoor Research Facility was under the direction of the Ministry of Defence. They had a large archive which held among other things a blueprint for a sonic modulator. Toshiko Sato worked there prior to her imprisonment by UNIT for stealing the blueprint under duress. (TV: Fragments)
