Mr. Castavillian was an assistant to Davros on Skaro at the very beginning of his creation, the Daleks. With help from the Doctor, Castavillian came up with the word "Dalek" (to which thousands of generations lived in fear) and had the ingenuity to stick a plunger upon the machine design.
