According to one account, Pirate Sea Devils were a subgroup of Sea Devils who had spread to "the depths of the oceans on various planets".

They were "known for their advanced technology, cunning strategies, and a penchant for pillaging and plundering", being "often seen as cosmic marauders who navigate[d] the time and space continuum raiding planets and spacecraft with impunity". These Pirate Sea Devils' society was structured around a "brutal hierarchy", with ruthless captains answering to no shared higher authority exerting sole dominance over the "aquatic realms". They were said to "typically don flamboyant, pirate-themed attire, complete with eyepatches, tricorn hats and cutlasses".

The Doctor and the Pirate Sea Devils clashed "throughout time and space" on a great number of occasions, resulting in "epic confrontations as the Doctor seeks to thwart their malevolent plans and protect innocent civilizations from their rapacious ambitions".
