Telepathic contact is a Time Lord ability to form a telepathic link between multiple minds for high-speed conversations and decision-making. The ability has been usually seen between different incarnations of The Doctor , but is also possible between two different Time Lords.
A similar ability was shown by The Doctor in DW:The Two Doctors, where some telepathic contact was possible between the Sixth Doctor and the Second Doctor across wide stretches of space/time via "the ether", but it's unclear if this is the same ability, or a side effect of enhanced memory from past incarnations.
