It was flown by the Confederate Army during battle. (PROSE: Blood and Hope [+]Loading...["Blood and Hope (novel)"]) The Sixth Doctor described the flag as a "red flag with crossed, white-bordered, and starred blue stripes".
Some houses were decorated with the flag, to symbolise their support of the Confederate cause during the American Civil War.
