Delox

Lord Delox was a member of the High Council of the Time Lords. (AUDIO: Appropriation, AUDIO: Mindbomb) They were also the chancellor responsible for Prydonian students during Romana’s time at the Academy. (AUDIO: Lies)

According to a nightmare the Fifth Doctor had, Delox was a chancellor and lecturer at the Academy who taught a philosophy class taken by the First Doctor and several other of his friends from the Deca. This included Rallon, Koschei, Ushas, Jelpax, Millennia, and Magnus. Runcible was also in the same class. Delox always wore her full robes and neck brace. They were heliotrope coloured, (PROSE: Divided Loyalties) indicating she belonged to the Patrex Chapter. (TV: The Deadly Assassin) Delox believed strongly in the values of tradition and loyalty. She disliked the Doctor, feeling that, while clever, he was arrogant and lacked respect for tradition. Consequently, she expelled him from her class. (PROSE: Divided Loyalties)

After the Gallifreyan Civil War, Delox presided over a High Council meeting that was intended to settle the issue of Romana’s contested presidency. After Romana invoked her right to a tribunal, Delox conceded that Romana was still President of Gallifrey; however, he immediately invoked a vote of no confidence on behalf of the High Council and removed her from office. In response, Romana attempted to exploit a legal technicality and appoint her own next regeneration as her successor. Delox began to consider this, but Cardinal Matthias arrived and successfully managed to argue that he was the de facto Vice President. As such, Matthias was able to contest the succession of the presidency and trigger an election. (AUDIO: Appropriation)

Before the election, Delox spoke with Surgeon-Master Elbon. He questioned why Elbon had returned from his self-imposed exile in the Outlands, then discussed the candidates’ polling numbers. (AUDIO: Mindbomb)
