Why not just call it Bluewater as per the source? I'm not sure a conjectural name is necessary here.

On 26 March 2005 (PROSE: The Doctor Was Involved in the Dummy Massacre ^[+]Loading...["The Doctor Was Involved in the Dummy Massacre (short story)"], Operation Mannequin ^[+]Loading...["Operation Mannequin (short story)"]) Alison was in the the sportswear section of Holland's in Bluewater when the dummies began moving. At first, she found them funny until they started shooting, with Alison observing them killing one woman. (PROSE: Dummy Massacre ^[+]Loading...["Dummy Massacre (short story)"])

Although not fully named in Dummy Massacre, the full name of the shopping centre is Bluewater Shopping Centre. It is located in Kent.
