Creation had several (albeit related) meanings, it could be the creation of something be it a species, an object or a creative endeavour. Alternatively it could relate to "creation" as a wider term mostly used by Daleks and Time Lords alike to refer to the whole of reality — not just their own universe but "every dimension, every parallel". (TV: Journey's End, The End of Time) In this sense it was a chaotic place, delicately balanced. Last Great Time War

The Last Great Time War between the Time Lords and the Daleks was fought for "the sake of all creation", and it put the whole of creation at stake. (TV: Gridlock, The Parting of the Ways [+]Loading...["The Parting of the Ways (TV story)"]) As noted by Captain Jack Harkness, the Daleks were "the most ruthless and terrible creatures in all creation".
