Monstario the Devourer was a black marketer who plotted to strip the Earth of its natural resources and sell them to a buyer. His plans were ultimately foiled when the Fugitive Doctor tracked him down and four children beat his gang with baseball bats. They captured him and his gang in a rubbish bag and handed them over to the Doctor. (COMIC: Untitled)
