The Toclafane were fairy tale monsters (like the Bogeyman) from Gallifrey.Mr Saxon A.K.A The Master Gave the name to a robotic like race and he made them kill Vivian Rook and President Winters. After that he made them descende to the Earth and kill one tenth of its population.
