Representative from the Ethics Committee on Sanctuary Base 6 who, according to the Beast, was a liar. He formed something of a flirtatious relationship with Rose Tyler and it was his idea to create a psychic flare that would disable the Ood and perhaps break the hold over them which the Beast had.
