Mogran was a member of the Council in the Kaled Dome. After the Doctor informed him and the other councillors of Davros's experiments, they decided to halt them until an independent inquiry could look into them. Mogran was presumed dead when the Thals launched a rocket which completely destroyed the Dome. (DW: Genesis of the Daleks)
