The United Planets Parliament was ostensibly the chief legislative and executive body of the United Planets. Its head bore the title, President of United Planets Parliament. The Anti-Dalek Force was created through the auspices of the president, and he was thus obliged to issue an annual report after the first year of the war against the Daleks. The specific president in office during these early days of the ADF was Cal Tarrant. (DWAN: The Doomsday Machine) It was to this office that Space Major Joel Shaw, head of the ADF, was ultimately obliged to report.
