Carl Peterson was an FBI Agent who, along with Phil, brought Canton Delaware to see President Nixon. He was very cautious about the arrival of the Eleventh Doctor in the Oval Office and advised Nixon to ignore him. However, Canton persuaded Nixon otherwise, and loudly told Carl to shut up when he voiced dissent about the Doctor's plan. (DW: The Impossible Astronaut) Three months later, when the moon landings were being broadcast live, the Doctor inserted a subliminal message of the Silence stating the humans should kill them on sight. Carl turned to one of the Silence present in the Oval Office and pulled a gun on it. (DW: Day of the Moon)
