A long-serving Torchwood operative, Owen Harper performed medical, anthropological and dissection duties for the Torchwood 3 team. Moody and forthright, Harper wasn't slow to show his dissatisfaction with Jack Harkness's decisions.
Harper's personal life appeared to mostly revolve around the pursuit of casual sex, which he was happy to use alien technology to facilitate. He also had an affair with Gwen Cooper. The closest he ever appeared to come to a serious relationship was with Diane Holmes, a pilot from 1953 whose aircraft the Sky Gypsy, fell through the Cardiff Rift. Owen went to save Martha Jones from the Mayfly in The Pharm. He saved her life, but was shot dead. His killer, Professor Aaron Copley, was killed by Jack Harkness. (TW: Reset) At his autopsy, he was brought back to life by a second resurrection gauntlet, which was found by Jack.

Owen was engaged to Katie who had a medical problem making her deteriorate. Owen who was a doctor at the time made the surgery give her a MRA scan to check her brain and was shocked that in a week a "tumor" had developed. While Katie was in surgery Owen waited outside when Jack Harkness arrived and took Owen into the surgery. All of the surgeons were dead and Katie was lying dead with a tentacled alien hanging out of her brain - the cause of her deterioration. Jack knocked Owen out. When he awoke he was in hospital and no one believed him. Owen went to Katie's grave to pay his respects to his fiancee and saw Jack. He attacked Jack in anger but broke down in tears. Jack then asked him to join the Torchwood team as a medic. Owen reluctantly accepted. (TW: Fragments)
