This article should be from an "in universe" perpsective, per the Manual of Style. That is, it should be about the Canada that exists in the Doctor Who universe.
The notes about the Doctor Who tv movie being produced in Vancouver really belong in the article about that story. The section on fan groups and activities in Canada would be more approriate as part a more general article on Doctor Who fandom, preferably on Wikipedia.
