I'n new to the Doctor Who universe, so excuse me if I am asking an obvious or stupid question. But I would like to know why there seems to be no trouble for the characters to understand other languages. (The Vampires of Venice) or from other episodes that I've seen; how they don't seem to immediately stand out with out-of-period clothing. I can't seem to find the answer in any of the episodes that I've seen nor anywhere on the net. Thanks.
It's alright, you don't sound stupid... I'm obsessed with Doctor Who and I still have questions myself... Here's the simple answer... In the TARDIS, there's many parts that make it work. For example, there's the Chameleon circuit which (fails to) make it blend in with it's environment.. But got stuck as a Police Box from 1963.. Well one part of the TARDIS is called a Translation circuit. The TARDIS, being a setient device, has a psychic link with any travelers that happen to go with the Doctor. If, for example, you go to 19th century Germany in the TARDIS, you hear English because the TARDIS is inside your head translating the language for you. And there you have it.. Feel free to ask any other questions... (and also, sign your posts with 4 tildes "~") TheTARDIScontroller 00:35, April 23, 2011 (UTC)

Just too add a bit of information. The translation circuit works for most of the known languages except the really old ones. Like the Disciples of the Light's language (Before the creation of the Universe). (The Impossible Planet and the Satan Pit) K'jal'mar ( The talk| Contribs) 17:57, April 23, 2011 (UTC)
Oddly enough though, despite the fact that it couldn't translate really old languages, in The Pandorica Opens, he assumed that the TARDIS translation circuit would be able to translate the first writing in the universe. Of course, it turned out that River Song wrote it, so it was probably in a more modern language, but the Doctor didn't know that until he got there.69.124.195.1 15:57, April 24, 2011 (UTC)
