Andrea Winnington was a Captain in the Internal Counter-Intelligence Service (ICIS). Born in the 1980s, she was the illegitimate child of Major Philip Kirby. He got her a job in ICIS from the start of the organisation so he could use her as an asset; he always thought of her as a failure. (AUDIO: The Longest Night)
She worked to discredit UNIT so ICIS could take over their duties and stop a deal with the Silurians. (AUDIO: The Coup) The plan was thwarted by Emily Chaudhry and Francis Currie (who she'd tortured to arrange a cover-up) and she went to jail. Months later, she was broken out and brainwashed by her father to sacrifice herself: pressuring Chaudhry into killing her, to discredit her. Chaudhry instead knocked her out and Winnington tried to use her as a tool to force Kirby to stand down. Andrea was left aghast when Kirby wrote her off, and when she saw the ICIS-provoked riot tearing through London. She retained enough of her hate to knock out Chaudhry and leave her to die when 10 Downing Street was bombed. (AUDIO: The Longest Night)
Still committed to ICIS, she was taken down by Brigadier Alistair Gordon Lethbridge-Stewart. The group was disbanded. (AUDIO: The Wasting)
