Capra was a professor who lived on Puxatornee in 3090.
In one timeline, he was creating a time machine to stop President Bailey from being murdered, and thus prevent the war with the Slithergees that left Puxatornee a radioactive wasteland. Whilst working on his invention, he was horrified to learn that his family had been 'rationalised' so that he could live to complete his work. He was ultimately successful in completing the time machine and sent Lieutenant Stuart back in time to stop Bailey's assassination. However, Capra had been unable to solve a major power supply problem, which caused his machine to overload and explode, destroying the entire planet.
In the new timeline caused by Lieutenant Stuart preventing Bailey's death, Capra was in charge of interrogating dissidents who opposed the rule of the Slithergees. He had invented a machine called the mind-peeler, which he used to torture his prisoners until they gave him the answers he wanted to hear. Whilst he interrogated the Seventh Doctor and Mel, Capra didn't believe they were telling the truth, and appeared gleeful at the prospect of torturing them into a permanently catatonic state if they failed to answer his questions. However, before he could begin to cause permanent damage to the time travellers' brains, Capra was shot and killed by the terrorists Stuart and Reed.
