City of Gold was the sixth of the seven standalone fiction modules released as books by FASA as tie-ins to The Doctor Who Role Playing Game. The book included a basic Plot Synopsis, as well as more detailed breakdowns of various stages of the adventure (including a prologue and epilogue written in full narrative prose, and scene breakdowns in "The Adventure" and "Gamemaster's Notes"), and background on the various characters and other worldbuilding elements.
As per standard for these stories, the plot was presented as able to support multiple combinations of player CIA field operative characters, including the Fifth Doctor as well as two other Time Lords: the Don and Lady Mara, and their respective companions.

- The CIA have debriefed Adric following his involvement in the extinction of the dinosaurs.
- The Master is attempting to take over Earth in the unstable period between 2030 and 2050 which followed from Ramón Salamander's World Zone Authority.
- The Silurian time loop threatens the Prime Reality.
- Somewhere in the various alternate timelines, there is an Earth which has never had alien contact or other unusual elements such as WOTAN or UNIT. If this timeline became the Prime Reality, ripples of time would spread so that Gallifrey would cease to exist as anything other than fiction in the entertainment of some Earth storytellers.
