In the early days of the Special Executive Cobweb travelled back in time alongside the Executive's elderly Leader and fellow team members Zeitgeist, Legion, Numbers and Havanner. Their goal was to recruit members of the Technet team, which they succeeded in doing with Paradok, Ferro, Thug, Ringtoss and Pandora, however Fascination remained loyal to Technet's leader Gatecrasher. In an attempt to alter history and recruit Fascination three centuries too early, the Leader disguised himself as the Despot of Kandahar and poisoned Gatecrasher with ten thousand parasitic eggs. The Leader had hoped that Fascination would be the one to retrieve the mystic herb to cure Gatecrasher, where he would attempt to recruit her, however Gatecrasher sought the help of Captain Britain instead. Cobweb informed the Leader that his plan had failed as he couldn't alter history. (COMIC: Alarms and Excursions)
During a trade negotioation on Destrault, Cobweb and other members of the Special Executive accompanied Time Lady Rema-Du. When the Sontaran Brilox brainwashed Millenium, Cobweb sensed that their psychic link had been broken and she alerted that rest of her team. (COMIC: Black Sun Rising)

In the Walking in Eternity short story Executive Action Cobweb appears alongside other members of the Special Executive including Wardog, Fascination and Zeitgeist. It is explained that the Special Executive are Parahumans, early Loom-born experiments ordered by Rassilon, who are embued with time energies which give them strange abilities. The prototypes were rejected and thus became known as 'The Bastards of Rassilon', although they continue to be used by the High Council to do the Time Lord's dirty work. During a civil war on Gallifrey between the Loom-born and womb-born Gallifreyans, the Special Executive departed Gallifrey leaving the two sides to battle it out.
Cobweb has a cameo appearance in Alan Moore's comic story You Better Watch Out You Better Not Cry... for Top 10 where she can be seen walking down a street alongside another Moore creation, Laurel Lakeland, who also goes by the alias Cobweb.
