Dr. Who was a fictional mad scientist in the 1967 Japanese King Kong film King Kong Escapes. He was an example of the "oriental wise-man" stereotype that originated with Dr. Nie Who. (PROSE: The Adventuress of Henrietta Street)

A character called Dr. Who indeed appeared in Kong Kong Escapes, played by Hideyo Amamoto and voiced in the film's English dub by Paul Frees. He was a revamped version of a villainous roboticist earlier depicted in the animated King Kong series produced by Rankin-Bass Productions, but his appearance and attire was changed to faintly resemble William Hartnell's First Doctor. Most notably, they both wore cloaks and the Japanese Dr. Who at one point wore an Astrakhan hat which was an occasional favoured cap of the First Doctor. It is generally held that the similarities with the BBC character were coincidental.[source needed]
