An eye of the storm was created during the War Doctor's reversion of an alternative timeline where the Daleks invaded 1961 East Berlin during the Last Great Time War. James Leith remained physically in the same place despite the events leading up to it never happening, due to his proximity to the eye. As noted by the Tenth Doctor, the aircraft carrier Valiant, having housed the Paradox machine created by the Saxon Master, was the "eye of the storm" of the Year That Never Was.
