Fabian was a Time Lord technician who worked alongside Andro in a TARDIS repair shop in the Citadel of the Time Lords on Gallifrey.

Like all Time Lords, Fabian was taken from his family at the age of eight for the selection process in the Drylands. Staring into the Untempered Schism as part of a Time Lord initiation rite, Fabian was inspired by what he saw in the Schism. (PROSE: A Brief History of Time Lords)
Fabian was working with Andro when an alarm sounded as the First Doctor stole a TARDIS from the repair shop. (TV: The Name of the Doctor)
