Fuller was an inmate of Stangmoor Prison.
He recaptured the Third Doctor and Jo Grant after they had escaped from Charlie and Lenny Vosper. He brought them to Harry Mailer and later kept guard over the Doctor and Jo. (TV: The Mind of Evil)
