Hank was an arms dealer who had dealings with both Yvonne Hartman and her predecessor. Yvonne sent a lot of business his way during her time at Torchwood One. After Rachel Allan took over, Yvonne bought weapons from him, lowering the asking price from a 10% discount of £18,000 to £10,000 cash. (AUDIO: Uprising)
