Josiah Rowe was a reader of the conspiracy website Doctor Who?.

Josiah Rowe had a grandfather. He knew about his grandfather's encounter with the Ninth Doctor in the First World War, despite the impossibilty of the Ninth Doctor being in both the early 20th and 21st centuries without ageing. Josiah offered to scan his grandfather's photograph, which had the Doctor in the background, and his grandfather's letter that detailed his encounter with the Doctor, upon writing about the Doctor on Clive Finch's conspiracy website Doctor Who? in March 2005. The entry in Have You Seen This Man? was submitted to the "Who is Doctor Who?" website by Doctor Who fan Josiah Rowe. Rowe's grandfather, also named Josiah Rowe, was in fact a pilot in World War I, and wrote letters to his family describing his training in Foggia, Italy. However, his encounter with the Ninth Doctor and the theft of a Spad XIII were entirely fictional.
