The Kaldor Bionetwork was, according to the Eighth Doctor, the Kaldor equivalent of find-a-friend.

Kit Laver became aware of Liv Chenka's return to the planet thanks to the network and Tula Chenka later asked SV23 to use it to find Liv. However, it was unsuccessful as she was within the Doctor's TARDIS. (AUDIO: Escape from Kaldor)
At Liv's suggestion, Kelov used the Bionetwork to locate Vissey after she escaped the Kaldor Company Office with Professor Til Rork's assistance. He located her about fifteen minutes away from the office. Vissey used a comms unit for hacking, allowing her to pass herself off as Rork when asked to register using the Network.
