The massacre of the Ornikronon was executed by the Daleks.

According to legend, long before the Daleks were even created, the Ornikronon built a vast empire of nest planets before migrating to the other side of the universe.
In the late 58th century, the Daleks had taken the abandoned planet, Dalek High Command set up a breeding city in the Mountains of Monff for Dalek embryos. In 5874, as the population of embryos rose to ten billion, two million Ornikronon returned to their home in a swift and merciless surpise attack. Only a thousand Daleks had been assigned to guard the city, standing no chance against the Ornikronon's crushing claws and drill-like beaks. After just half a day of battle, with most of the Daleks dead and stacked up in the Ornikronon's massive nests, the Ornikronon were seemingly victorious until a nearby Dalek Battle Cruiser used its dark matter cannon to destroy Megana-Eros, taking the Ornikronon and Dalek embryos with it.
A. Weston noted in 'Great Aire Battles of the 59th Century' that the destruction of Megana-Eros was only the start of the massacre of the Ornikronon, suggesting that either more Ornikronon followed or the Daleks found where they resided.
