Masuko Okada was a survivor of the 1945 atomic bomb attack on Nagasaki. He lived for 18 more years before succumbing to tumours in 1963.
In the City of the Saved, Okada lived in the Yokai District. During the Civil War, Okada survived yet another devastating attack; Yokai was hit by a weapon which obliterated bodies but left behind an echo of its victims' minds.
