An Earth-like planet was the home world of a humanoid race, called "Landlubbers" by a gang of pirates who made their lair under the sea.
The First Doctor arrived on the planet, the TARDIS materialising ten fathoms under the sea. The pirates captured his ship and took it to their lair. The pirate chief demanded that the Doctor show him the inside of his ship, but the Doctor claimed that the lock was damaged and required a special tool to fix it. He was forced to accompany an attack on the Secretariat Building, but when his guards were captured, he returned to the lair and escaped in the TARDIS.
