Councillor Quested was a Kaled politician and the biological father of Davros by his personal assistant and secret lover, Lady Calcula. He lived on Skaro towards the end of the Thousand Year War between the Kaleds and the Thals.
When Colonel Nasgard was killed, Calcula manipulated him into having Major Brogan arrested and executed as a traitor. Afterwards, Quested proposed marriage to Calcula, who turned him down. Quested insisted that Davros had the right to know who his real father was. In the ensuing argument, he realised how coldly manipulative Calcula was and grabbed her. Davros arrived, pulled out a gun and when Quested admitted that he was Davros' father, the boy refused to believe it and shot him dead. (AUDIO: Innocence)

- According to Davros: Genius or Madman?, a feature in Terry Nation's Dalek Annual 1978, Davros' father was killed leading an attack against the Thals when Davros was only 5 years old. Davros' mother died in a rocket raid a year later.
