A rag and bone man was a type of junk dealer on some parts of planet Earth. The term referred to a junk man who would travel around their localities, scavenging for items that others didn't want. One such man found a Blessing Star in the lot vacated by I.M. Foreman in Totter's Lane in London. Using its ability to affect the laws of probability, the man's life vastly improved.
