Rayo was the son of Veega, whom he lived with on the dusty mining planet Unity on small homestead where they raised chickens. Rayo's father was killed when he was young by the Nightraiders, who captured slave labour to work in Unity's mines. After Leela was cast into the Time Vortex by the War Master, she eventually came to the planet, where she meet Veega and Rayo. She lived with them since Rayo was a baby and protected both of them from danger.

By the time Rayo was a young man, his mother was gravely ill with the dust flu. At this point, Romana and Narvin, Leela's close friends from Gallifrey came to Unity looking for her, after they had been exiled from Gallifrey as traitors. When Rayo met both of them, he was already aware of who the Time Lords were and what the Last Great Time War they fought in was.

Rayo was present when his mother died of her illness, while Leela and Romana were away at the market. Afterwards, he joined Leela and Narvin in their TARDIS, while Romana stayed behind to face the Daleks. (AUDIO: Unity)

Narvin took him and Leela to the resistance, where he encountered Eris and Yakob shortly before the evacuation of the base. (AUDIO: Deception) He left with Narvin shortly after the Daleks landed on the base. He became angry at Narvin for leaving Leela behind. He became injured when a Dalek ship attacked their TARDIS. The Apothecary healed his wounds, and Narvin showed him round the Patrex retreat of Micallon. He enjoyed having fresh food. He tried pilot the TARDIS to escape the planet to help the Resistance plans. He came under fire from the Hunter Dalek and helped to destroy it. He argued with Narvin to convince him to try again to stop the way. He stayed behind with the Apothecary so that Narvin could take part in the resistances plan. He decided to learn how to make medicines to cure people. (AUDIO: Dissolution)
