Serenity Plaza was a gated community in Cardiff. It was populated with Cell 114 sleeper agents, including Bob, Kelly and Vanessa. Torchwood became aware of the Cell's presence there, leading Jack Harkness and Ianto Jones to move there for some weeks, eventually learning the truth and wiping them all out.
