From his personal perspective the Giggle and the Destruction of London were events *within* those subsections, sure, but from a neutral *external* perspective then they're just his personal involvement in global crises. I think it's justified to {{tlx|main}} here.

The Destruction of London is but the climax to the "Reunited with Donna" subheading, and even then is allocated to a background threat in the face of the DoctorDonna's return, and the Giggle likewise is just the overarching threat (3 subheading technically) to the Rematch with the Toymaker. Thus, they aren't really "main event" the subheadings cover.

As you say, this grey area on full character names falls under @CzechOut's point on "fill[ing] in the gaps in places" and having the same spirit as T:DOCTORS, meaning. if we know the full name, we might as well use it (baring instance where legal copyright is in play)

There is no {{main}} template for the Exile on Earth on the Third Doctor's page, and the templates are mainly to added to subsections that can only display little information on a subject, like the First Doctor's page having The Doctor's early life and The Doctor and Susan's escape from Gallifrey hyperlinked to a page with expanded infomation
