I allways suspected Porridge meant himself with the poor guy who had to push the button what with him being the emperor. However with your theory of Hurt being the guy who pushed the button it would have to be the Doctor. This is because he says:'He is me' when Clara asks who Hurt is. I know that the Doctor lies but it doesn't really make sense. Also Clara says she saw all his 11 ''faces'' which is once again a reference to the face.
